Abstract

In the context of globalization, the intersection of tourism and cultural industries serves as a strategic driver for sustainable development. Organizations such as UNESCO and UN Tourism emphasize the dual role of cultural industries in generating direct economic value, preserving heritage, and strengthening cultural identity. Cultural tourism acts not only as a consumption channel for cultural products but also as a platform for the co-creation of experiences among tourists, communities, and enterprises. In Vietnam, the Strategy for the Development of Cultural Industries to 2030 identifies tourism as a spearhead economic sector that enhances the nation's soft power. Nevertheless, the transition toward a sustainable, inclusive, and creative development model still faces challenges due to a lack of systematic analysis and quantitative tools. To address this gap, this study proposes an integrated theoretical framework, introducing the Culture-Tourism Linkage Index (CTCI) alongside new conceptual models to optimize this symbiotic relationship.
